It will never be 100% safe, even with the 3ds system updater. With julian20's sysupdater, the worst case would be a softbrick and it's easily recoverable anyway...

It is true, since SAFE_MODE is installed first... If you install a wrong update pack or if you corrupts your files while transfering them to the SD card, then no it's not recoverable and it's your faultThat's not true.
