Well i guess it time i ditch my GW and switch to luma or anything that works with the update, been like a month since i see my dear 3ds, it now laying in a corner, all dusty and rusty...
If i havent update it to 11.3, i could still play all the games offline, *sigh*.
Whats so bad about luma? You free up the cartridge slot and 2gb on your sd card, plus all the new luma features

You aren't entitled to new hacks just because you donate to them. They aren't merchants. You're donating to them, not buying new hacks.

I have a question. If you already have a9lh and luma installed and you update to 11.3, and you still have your firmware backup from doing the downgrade to install a9lh, can you use your backup to restore your firmware to that version and make it downgradable again, essentially restoring all the previous hacks so you can install them again? For example, for the sake of updating them to work on 11.3... or just to install something that you can't now on 11.3.

Edit: Also to note, when I did it, I believe I also created a full backup along with the quick backup.

I was afk for several mouths,can anyone tell me does hans work with 9.6+ titles if I'm in 11.3 with *hax 2.9?
I updated my 3DS to 11.3 and use Oot3dhax to go into HBL,save managers work fine with 9.6+ titles(needn't xml),but when I use hans to run 9.6+ titles,it still take me back to the main menu of HBL.

You can just do a ctrnand flash from any firmware regardless.

"Luma Menu Thing"? Do you mean perhaps Hourglass9 or Decrypt9WIP? Or are you referring to the settings of Luma itself? Like the "Show 'sys' in Firmware" and "Boot into SysNAND" options?

Yes it is. There is a flag that is hardcoded at launch. If that flag = 1 & Safefirm is launched the kernel panics. This fixes any all safemode requiring hax. Unless it somehow bypasses the kernel panic. Proof? 3dbrew has an explanation on its 11.3 page under process9.

any new payloads yet for oothax? i'm on o3ds 11.3.0-36U and my little predicament is this: i try to load homebrew thru oothax like usual (i even have the payload from the main homebrew page and homebrew is at 2.8) but this happens: once it gets to "homemenu ropbin is ready" it just kicks out to home menu.

You can use Soundhax instead.
Download the .m4a file from http://soundhax.com/ and the latest otherapp.bin from https://smealum.github.io/3ds (rename the file you download to otherapp.bin), put both files in the root of your SD and play the song into the 3DS Sound app

I have homebrew working on 11.3 2ds with no CFW and but Luma3ds seems to be either patched or needs CFW is either of these true? noobie question I know but I cant seem to get it working
