Windows 8.1 issue here

Looks like you got yourself some malware there according to a Malwarebytes post I found. Use CCleaner to look at your startup entries and see if there's anything suspicious there. If you have an AV and it doesn't detect it, you'll have to manually remove it by deleting the startup entry and then deleting the file itself. Or, you can try installing RogueKiller and see if that helps.
