You can play DS flashcarts on the 3DS if they have been updated, yes.

Too lazy to check if that one has.

Im a little bit confused do I go to R4 DS? also what do I download?
your best option (and most expensive) would actually be a supercard DSTWO. Reliant updates, and the ability to also play Gameboy advance games and other emulators.
Otherwise, if you want a cheap alternative, an r4iGOLD would be your next bet. However, it should be noted that they release new revisions alot and tend to get blocked by updates for awhile or permanantly.
Visit ShopTEMP if youd like to find the best place to purchase one.
I believe a DSTWO will run you about $38 while an R4i will run you about $18 TOPS.

Well I hope you like throwing your money away because that is a shitty R4 clone. Expect it to be blocked next update with no future firmware upgrades to be seen (only new card releases, which you have to buy again)
