Homebrew Turn a NES game into a WAD without VC?

I am trying to make a NES game into a WAD by injecting the rom into a VC wad but it isn't working. Are there any other methods, or at least an emulator that can have a fowarder for a specific game?

i think that would be impossible, either you try to make a wad that redirects you to a snes emulator or a VC wad. but we don't talk about piracy so read the rules

It's not piracy, I own the NES cartridge but my NES is far away. I know it can redirect you to a emulator, but is there an emulator where it automatically opens the game, based on from what fowarder it was opened?

Also, the OP didn't ask about ROMs or "warez" but a method for load automatically a rom in a homebrew emulator at startup, using a forwarder.
