You cant recover from pc? Check trash file
it's set bto permanently delete any files delete from an external source , in this case , the sdhc card.

i kinda need it for this step :
Clear Home Menu’s extdata by navigating to the following folder on your SD card: /Nintendo 3DS/(32 Character ID)/(32 Character ID)/extdata/00000000/
  • EUR Region: Delete 00000098
  • JPN Region: Delete 00000082
  • USA Region: Delete 0000008f
  • CHN Region: Delete 000000A1
  • KOR Region: Delete 000000A9
  • TWN Region: Delete 000000B1

You removed all data the 3DS made on your SD card (excluding non-cia and most cia homebrew). You will have lost all games and saves you had on there. Games you bought can be redownloaded from the eShop. For the files you need just boot your 3DS with the SD card in it. It will say something like preparing SD card or whatever and the homemenu ext-data will be made on your SD card again so you can follow that step (if it is even needed if you removed everything idk)

another question , does it count as deleting the exdata if i deleted the entire folder ? i'm not too concerned about saves , just don't wanna screw up and brick this thing
Yes, it does.
Note though that any eShop apps are no longer installed. And, depending on entrypoint, you may need a new way to get into the homebrew launcher

Don't do anything with the SD card before you've made a backup, then run file recovery tools on that backup. You can probably recover all the files if you haven't touched the SD card since you deleted the folder.

It only marks the area the files were written to as free space, the files are still there in many cases, as long as you don't write anything to your SD before recovery.
This is done to save write cycles as they are limited on flash memory (and to save time of course).
This can also be dangerous when you decide to sell your phone...!!!...
