The doors/access needed and used for downgrading where closed on 11.0. And Nintendo coded version checks into the firmware so that system title's can't go beneath a certain point, for so far i can remember. so for the moment i would be very skeptical.

yeah the dsi game only gives you a native_firm downgrade, you still need a *hax entry-point for 11.0 to perform the full downgrade
