Because that's all they can make.
They don't have the same manufacturing capabilities of Sony, MS, etc.
And the real reason they delayed the launch until after the holidays is simple. They wanted to clear the retail channels and squeeze one more holiday season out of the current hardware. (Which is probably being sold at a ridiculous profit.)
4 million 3DS's are produced for Europe and the US, that's a huge amount. They are trying to create enough 3DS's so no one will have to wait to buy one. It should be pretty obvious that they are trying to get more pre-orders in and either lying about it or they really do only have 4 million worldwide to persuade you to pre-order one. It's a pretty old but clever marketing strategy.
