Since there's a lot of them and having interest in the idea, I thought I'd make a continually updated list of the games that would be on the Wii (or upcomming Wii U) Virtual Console if not for licensing, technical, ect. issues.
NOTE:And just because a game is on this list it doesn't necessarily mean it will never be released on Virtual Console. Some games can be rereleased with edits working around the issue.

Pokémon Stadium 2 as well, obviously. You miss out on half the game without GB linkage. Also I think Ninty should be able to emulate the FX chips, especially on the much more impressive hardware of the Wii U. It might take a bit af time, but definitely not impossible. Probably too much work to be worth it, though, especially considering Star Fox 64 is basically an improved version of the original.

I'll add in that then (although wasn't the american Pokemon Stadium the sequel to the original Japanese one...).
Also, two other games.
-Would Animal Crossing 64 (Japan) be held back for any specific reason?
-If they release Super Smash Bros Melee on Wii U will they have to edit out the references to Rare's Goldeneye and Perfect Dark?

If hackers can emulate the FX chip on the Wii, Nintendo can sure as heck emulate it on the Wii U.

all the games you mentioned that used lightguns could be done though without issue the emus prove that a wii-mote can be used to emulate the lightgun experience

?? I don't quite follow your logic but as far as I read ou can transfer your old Wii VC and Wiiware titles but you have to have a net connection to do it, so it will probably check 1.you bought the title 2.the title is real through the id number/check its file size

Thta's what I thought too, but Nintendo doesn't seem to like that idea.
Also, can you transfer illegally downloaded vc files to the Wii U?

Donkey Kong 64 not being up there has nothing to do with Jetpac. Rare themselves confirmed this and have stated that they are surprised it hasn't been put up yet.

Its a good question though, I wonder if anything could happen to hacked Wii's if you try to do a system transfer to a WiiU. Even though my Wii is hacked, I do have legit VC and shop stuff on there that I would like to transfer. I know from the 3DS transfer, the original 3DS gets wiped and reset to factory defaults.

Well, in order to do a system transfer to the 3DS from the DSi (or 3DS to 3DS), it requires an internet connection. This makes me think that even though the games are tied to the system, Nintendo has their own records of stuff purchased through their services, so it may use both in making the actual transfer. With that, I would say they won't transfer form the Wii to the Wii U, and in a worst-case scenario, Nintendo may take legal action if you transfer over illegally-obtained content.

The gamecube Mario Partys that utilized the microphone (might not be translatable to the usb mics), then again if memory serves you could play those mario partys without the microphone games. It would be like how in Mario Golf and Mario Tennis on the n64 VC has the slots for the GBC characters, but there is no way you're ever getting them in there (unless of course you use ocarina to cheat them in like I did :) )

Also the few gamecube games that were two discs (can't recall off hand but I think at least one resident evil and a metal gear solid fell into this category), who knows if the GC VC games will be able to just skip the step of swapping discs, dios mios and devolution can't bypass this yet, so who knows.

Finally since Japanese games are in the mix as pointed out with the Pokemon Stadium reference, then any 64DD game. I know Nintendo has made no such mention of releasing 64DD games, but if they wanted to truly have every past (Nintendo) system playable on the WiiU, then the 64DD shouldn't be ignored (not in Japan anyway), thing is I don't think anyone has found a way to emulate the 64DD. I'm sure it must be possible, and if anyone knew a way to do it, it would be Nintendo. And yeah I'm aware I'm really thinking outside of the box now.

For the Pokemon Stadium games, I guess they would just drop compatibility for them, as they did with multiplayer with the 3DS's GBA games.
Any games that used the Zapper could probably be easier to be remade supporting the Wii remote's motion controls, like what was done with the 3DS's 3D Classics to support 3D and a bigger screen.

I'm 100% sure wiiware and VC installed via wad files will not transfer over, as there will be no record at the shop of you having purchused it.

Now, what will be more interesting to see is if things like smash stack still work in Wii mode on the Wii u. You would think not, but then flashcarts still work in DS mode on the 3ds.

As for the list, the lightgun games work perfectly on emus and there are numerous gun games already on the system, including nintendos own ones. Don't know what the issue is there.

Hey you pikachu could be done through a Mic but I think they decided the game just sucked.

DK64, makes no sense why its not our yet.

Mario Paint would be awesome using the GamePad instead of a mouse, but I doubt they'll release it.

Same could be said about using Wiimote for light-gun games, but they haven't done it for Wii yet.

The GamePad has a built-in microphone. Would be perfect for Hey You Pikachu, Mario Party, and other microphone games! Again, I have a feeling they won't bother.
