Yeah the patch has stopped and it hasn't, it was only meant to be a menu translation, Setya has already said he does not intend to translate the script but will help psychoblaster from time to time (when he's free)

but he's only done menu translation, items and spell names i believe, but absolute zero (the team behind the ToP Fan trans for PSX) has started a translation, and they're going pretty fast, so we could expect a full translation in a couple of months!

Technically you could say there is a complete patch for this game, but only the beta testers have it xD. I hope their beta testing goes quick (as possible while keeping amazing quality).
