I wonder: Are there still people interested in doing this project?
As you might have seen, I've been playing around a bit with the ROM to get into the hacking process, but actually I'm more interested in translating games than hacking them (though I would love to be able to do both).
I've managed to extract what I think are the main scenario scripts located in the data/scn/adv folder. Totally there are 1642 files (minus 1612 and 1613 which were left out or removed from the game) that contain about 131,000 characters of text. That was just a rough calculation, though, and I'm not sure if I'm correct.
This does not include NPC dialogues / monologues, system text or stuff like the Item Book, though.
I'd like to revive this project because Nora really seems to be a fine game (with a splendid soundtrack by Michiko Naruke). There's lots of text to be translated, but not more than in your average RPG, I think. I've played it for one or two hours now, and although my Japanese skills still need a lot improving, Nora strikes me as doable. I've just translated the first file (~650 characters) as a test, and aside from some game-related terms that need discussing, I didn't find it particularly challenging. (I've only played the beginning of the game so far, though!)
tl;dr: I'd like to offer my services as a translator to this project, but I'm only willing to do this as a part of an active and motivated team. This includes at least a ROM hacker who is interested into seeing this project being finished someday. Preferably also an editor because even though I'm relatively confident in my English, it is not my native language, so small mistakes and phrases that could sound more natural will inevitably occur. Of course more translators would always be nice, but those are hard to find (or so I've heard). I might be able to get one or two other people who understand Japanese interested in this project, though!
(If we manage to assemble a team, we should probably create a new topic instead of using this, I guess.)
Edit: Short update: Seems like I was wrong and the NPC texts are included in the 1642 files. It might not be so much more than the initial text + descriptions and battle text after all.
