No, most nowadays come pre-formatted to FAT32 or sometimes not formatted. Maybe before FAT32 became popular you'd have some preformatted to FAT16, but that was well before the Wii's time. And regardless of what it comes formatted as out the box, the size has literally zero relevance to what a card can or cannot support in terms of file system.

I recently resolved this exact issue for someone who claimed that they had a 2 GB regular SD Card, and lo and behold, when they sent me a picture of the card, in the lower left corner in unreasonably small print was the SDHC logo. Some manufacturers (PNY is known for this) now use SDHC cards for everything, including 2GB and under. It is now cheaper for them to manufacture the electronics in SDHC, as it is more popular and easier to get in bulk. Some cards wont even have the logo printed on the card -- only on the packaging, and others will
only have it printed on the card. I guess manufactures just don't care because HC and XC cards are fully backwards and forwards compatible with each other on a hardware level. But that doesn't matter for hacking purposes because we don't have software backwards and forwards compatibility until after you hack your system, unless you have a game with native support for SDHC, like Wii U titles and some later Wii titles. None of the exploitable Wii games support it, so you can't use them. When you do, you get a very distinct error: the hack states it cannot detect an SD Card and then freezes with a hang error. If the SD Card is plugged in and is formatted in FAT16 or, more preferebly, FAT32, then the card
is absolutely not supported, whether you see the HC logo or not.
I know you have still not followed my directions, read the guide and you will see exactly what to get: there is a recommended SD Card exactly where I've told you to read that has been proven to work. I am not going to hold your hand when you didn't read the stickies to begin with and can not follow directions now. Hand holding isn't any forum member's job and if you can't follow directions, you need to leave your vWii be, as it is quite possible to brick it if you don't follow directions in my sticky or directions from another respectable forum member.
I am willing to go above and beyond to help, but you need to make an effort here as well.
