ROM Hack how to apply patches without DS Scene rom tool

So i wanted to play Chrono trigger, in twilightmenu++ but the patch couldn't be found in rom tool, I found a patch file but it has no instructions on how to apply the patch. I also assume there are many roms which require a patch that aren't included in the program. any help?

I've never heard of that format. I thought it might ips, ups, xdelta or something like that.
