Apple AppStore not downloading [Icloud bypass]

Background: After doing this to 1 iPhone 7, I decided to iCloud bypass/Jailbreak an iPad Air 2 (13.2.3). After this I transferred account folder from a iPad gen 6 that wasn’t iCloud bypassed, but was jailbroken.

Problem: Apps won’t download (stuck on spinning loop and won’t show on springboard).
