i recommend having 8gb
its somewhat affordable and works well with almost everything

When doing what you think is the heaviest task, just open the task manager, if the usage is actually high enough to bottleneck (which MAY be why it's at only 40FPS) then consider the upgrade. R6S even on max settings doesn't need more than 2.2GBs for me honestly, so could just be something else making it run like that. If you only need a TINY bit more, just go with page file+readyboost:P

Tried a different SD card or formatting the one you are using? Could very well be a faulty sector (with terrible luck) or failing SD card, format fixes the former, changing cards fixes the latter.
