Let's say i have 2 accounts: one that i used to purchase an exploitable game to do the haxchi method, and a second one that has a couple digital games which are installed on the system. I forgot the password of the second account but want to delete it, is there a way to do it that doesn't require a system format? And if so would it be possible to keep the games from that account after deleting it? Maybe some kind of program to edit the tickets installed on the console or something similar?

No, unless indeed you make the tickets not associated with an user (in which case they would of course require CFW - think twice it you're doing this with an exploit game)

There's always the official way (hold Y+start+select on the password input screen, call nintendo, and give them the 3 numbers that appear); I imagine, but have never tried, that systemconfigtool + the actmgr extension may be able to do that too

@tmnr1992 after some digging, I found this helpful thread.
What ended up working for me to delete an account linked with a NNID was the method outlined by @Txustra (thank you!) in that thread. See this post. It involved 2 steps:

1. By FTP, deleting the correct folder for the account to be removed at /storage_mlc/usr/save/act/[folder named with hex account ID]
2. By FTP, removing the same account ID in the PersistentIDList line in /storage_mlc/usr/save/act/common.dat file (see the post for more detail).

Use FTPiiU Anywhere on Wii U and Filezilla or other FTP client for your PC to accomplish these 2 steps. BUT BE WARNED: messing around with the Wii U's NAND (which is what we are doing here!) can cause a difficult-to-recover-from brick. Definitely make sure you have the critical pieces of your Wii U backed up before trying this. If you follow the steps carefully, you will be fine, but take care.
