By installing system config tool and then account manager?
And I'm guessing you can only get those by signing up as a developer with Nintendo or a leak (none of which are showing up on the -usual suspects-)?

Attempted this. All the user account folders just keep coming back, no matter what I do. Any ideas?
Did you delete the folder you wanted. Then restart the wii u with the power button on the wii u?
I did exactly that.
So I'm trying this method to remove two former roommates from years and years ago (they don't have their passwords cached/saved I've noticed, if this matters). But it asks me for their account password when I click delete. Any ideas? Thx for your help!
[I am on CBHC, used system config tool from iAqua's pastebin (couldnt find it on that iso site, and the one from the anus site wouldn't install), used the account manager from the anus site (I assume you are webmaster of?)]

In order to delete a wii u user successfully, you will have to do this apart from deleting the user folder. Head to the route specified in the image attached and edit "common.dat" with Notepad for example, there you will numbers corresponding with every user on the Wii U, so you have to delete all numbers excepting zeroes. Look at the image for the reference. This is exactly what I did when I wanted to delete an user. Hope it helps you.

My main account has a PID of 080000009, so will replacing the others with 00 between 080000002 and 080000005 be okay or will it cause issues? (see picture: https://puu.sh/zooSJ/48333ca7be.png) My CHBC game is tied to that main account mentioned above, so I'm a tad wary of breaking said account.

EDIT: I don't plan on removing PID 80000001 as this account has some purchases tied to it. The other three are random fluff accounts that were on the console with some saves, but no purchases. Hence why I want them gone if I can.
No, just delete the "8xxxxxx" numbers, do not replace them with zeroes.
Yes and no. You cannot get the un-hashed version, but the account.dat contains the hashed version of the password, which is used by the WiiU for all requests to NN.
Are you sure? It seems that the WiiU keeps a list of 12 "slots" for accounts to be registered (as shown in Account Manager). PersistentIdList= seems to be a null-delimited ("\0") 12-item list of these 8-digit 8xxxxxxx account identifiers.
I've changed mine from:
preserving the 12 slots, and all worked perfectly. As you can see, I "scooted down" 8000000c to the second slot. The reason I did this is because when I called Nintendo years and years ago to have an even older account removed, it was originally in slot 2. Obviously on my WiiU slot 2 was not simply zeroed out, and Nintendo's magic must have scooted slots 3, 4, and 5 down.
But I asuume your WiiU still works, so maybe the code is resilient enough to not actually require a 0 in each slot. *shrug*
EDIT: Saw your screenshots and maybe I just misunderstood you? But the main idea would be to preserve the 12 null-delimited slots, with unused slots having a value of 0?

I am disappointed though that Account Manager doesn't work on accounts requiring a password. I bit the bullet and just did it manually, so I hope there is nothing else that needs to be deleted/changed that account manager would've taken care of. I assume I have save files scattered about but I wouldn't think that'd cause an issue.
I try also to delete an account, so I am following this:

Then leave ftpuii anywhere and turn off the wii u by pressing the power button long, but I still get the account back...

I'm unable to delete any of my accounts. So each and every one of them say that 'I'm unable to use the nnid with the system', so I go into FtPii U Everywhere and delete every folder except for my main one, then I edit the common.dat and replace every other account in the ID List with 00. But every time I reboot the console, they all come back. Help?
This is what I did to delete mine. And they never come back.

Hm. That's weird. Well, it turns out holding x and y at the screen where it tells you it can't use the nnid on the console just unlinks the nnid and the account. Whoops.
Just delete the folder like I originally said, before someone started mentioning to edit files.
I just tried it again yesterday to make sure.
And bam. It still works just like it did from the day when I first found the way to do it.
This thread is great. I had a friend's account whom I wanted off, and I was able to get it off with the ftp method.
However, what screen in specific do you press x/y on?
