How it works is that you first do Steelminer, then with that you dump the dlp application, patch it, and restore it.
And the fact that you need to chain many "hacks" actually makes perfect sense, because they accomplish separate things that, when combined, can get you CFW

Well, if you want free CFW, you might as well follow the whole process.
Also if you already have ninjhax you can skip all the Steelminer part and do Frogminer directly

so you have use some other hack to get some kind of file. Then use this new hack to mod it and then use that to use yet another hack? This doesn’t make much sense

you need homebrew and movable.sed for this, you get both with steelminer guide then you do this hack, it does make sense if you think just for a moment

I've upgraded my 9.2 N3DSXL to this. I also did my daughters N3DSXL from OFW to CFW. She's been missing a few games from her old 3DSXL which had those games.

I've also upgraded from old Luma to this new version.
Its so much faster and I'm loving it. And the EmuNAND has a few extra games that the SysNand doesn't have so have to reinstall a few things then no need for the EmuNand anymore.
I could've done it ages ago but it wasn't this easy. yea, it takes a little while (about an hour from start to finish) but its so worth it. It does have that heart stopping bit when it flashes to NAND but with everything correct and gone right it wasn't a problem in the end.
Now it boots 10x quicker but the same results (was on Luma and still on Luma just a new version) so happy with the way everything went.
Just have to upgrade a few things like apps and their files. I did remove everything from 3DS and the root so have to put files back that are still needed.

Well there is one thing you could try, but I have do idea if would actually work or not

First, do Steelminer (but I guess you've already done that)
Then, download the FBI .3dsx file and place it into sd:/3ds, and see if you can load it from the HBL
Finally, try following this

Q: How is this different from Seedminer?
A: It uses homebrew to inject a new dsiwarehax game (Flipnote Studio) into a DSi system title instead of an eshop DSiware. This allows it to be free of charge.

Q: DSi System Title? Can this brick?
A: No, the title we use is DS download play and it is completely non-essential, like the Health & Safety app. You could delete DS dlp and the 3DS wouldn't care. Still, you can easily restore DS dlp after Frogminer with the included Frogtool.3dsx.

Q: Wait, this isn't in the Plailect Guide, how can we trust it?
A: I wrote Seedminer, Frogminer, b9sTool, etc. and I can vouch for the above guide since its been successfully tested for a few days now on the Nintendo Homebrew Discord. The only reason it isn't in The Guide already is that Plailect is a busy guy and he hasn't got around to it yet. It will be included soon.

Q: Why is "Frog" in the name? That frightens me.
