Thing is though, what he said wasn't wrong, each Pokemon game has been optimized for the latest Nintendo handheld:
Gen 1 obviously had the original black and white pokemon games on the GB
Gen 2 was optimized for the GBC by adding full color and mystery gift via infrared transmission
Gen 3 was obviously made for the GBA
Gen 4 was obviously made for the DS before any new version of the handheld was released
Gen 5 was optimized for the DSi in that it allowed for video chat while battling utilizing the DSi's front facing camera
Gen 6 was obviously made for the 3DS
And I bet, Gen 7 will be optimized for the N3DS in that perhaps it will allow for the 3D effect anywhere and not just in battles, and the framerate in battles will be better (as we can already see when we use the NTR plugin to enhance the clock speed in X,Y,OR,and AS).

optimized doesn't quite fit the bill.
none of these games were truly optimized for the latest handheld version. they all took the best they could get while still guaranteeing compability with the non-updated consoles. but they all forfited what could have been on a gbc only/dsi only and what will be possible on a n3ds only game.
but tbh, i wouldn't put it past nintendo to keep framerate issues in place on n3ds. just cause.
