Guyz I dunno how to record my wii screen with/without capturecard because there is no one in turkey wich softmods or burns any game or install a capture card. So is it possible? If it is how?
Capture cards do come in easy to use USB form these days ( http://www.dx.com/s/capture card having a variety of cheaper things). I favour the PCI capture cards but USB and such like does exist and more or less works on conventional PAL/NTSC video.
I am sure it is possible to make it so you can dump the Wii video memory and reconstruct a screen grab (video might be more of a stretch), however basic capture devices are easy enough to come by (you start messing with the HDMI stuff and it gets a bit harder and more pricey) so nobody has really bothered to work it up into something that everybody can use.
If you have a PC of reasonable potency then you can also run a Wii emulator and capture that.

No. You need to plug the video output cable of your Wii into the USB Grabber and plug that into your PC. The 3DS doesn't have a video output port. If it had one, we wouldn't need capture cards.
No. Capture cards in the traditional sense only tend to get made for common output standards (RF, composite, component, VGA, HDMI, DVI....) and effectively turns your computer into a TV decoder -- you install one on your PC, open up the capture software (I suggest virtualdub for most things http://www.virtualdub.org/docs_capture.html ).
The 3ds only outputs the video internally to its own screens and has no external video ports (like home consoles, PCs, later versions of the PSP, that vita TV thing, the gameboy player, the super game boy.....). However signals are still signals and screens are still screens so if you are good enough at electronics then you can tap this feed, use some nice electronics to encode it in a format it understands and pipe it on to a PC. As not everybody is good enough at electronics there are some that sell kits (or will mod your 3ds for a fee) to capture this input. It is entirely separate to home consoles which usually have nice video outputs you can buy off the shelf devices to capture.

My pc will proboably work my pc is 32 bit windows 7 1.66 ghz 2 gigabyte ramI do most of my capture work on an old P4 with a video card that is doing well to have svideo on it. If you want to capture 1080p video and run all sorts of filters on it in real time then you need a good PC, if you just want to capture some footage, trim out the pointless parts, add a title card/subtitles saying "bod-ceranimo plays [some wii game]" then you do not need much at all.
Unlike most other times you see suggested specs they are not a lie.

I was about to suggest you can emulate the Wii games with Dolphin and record them directly (and in HD too), but I doubt your PC will run that
You can record it onto DVDs, but that's not an optimal solution.
