Doesn’t wiiu support 1080p graphics? It should have better picture quality.
So does the PS3. Resolution is only one part of the equation, for hardware like the PS3 and WiiU you aren't going to push 1080p with large worlds and insane textures. Compromises have to be made.

As for the topic at hand, assuming both machines are modded.

PS3: Retroarch, full PS1 library, a varying degree of PS2 compatibility, limited PSP compatibility, and the PS3 library

WiiU: Retroarch, full GC and Wii libraries, limited N64, PS1, and PSP homebrew emulators, virtual console emulation, WiiU library

If you can only have one it's such a tough call and comes down to preference and which PS3 you have. The PS3 probably has more to offer most gamers, I think the WiiU's sales back this up. It has some spectacular games but not as many of them as the PS3. A launch model PS3 plays all PS2 games which is arguably equal to the GC library but some would say superior, but when looking at the limited PS2 Classic emulator library of later models I think that the full GC library trumps that hands down, but you still have that full PS1 library that is so legendary. So I think we are looking at this:

Launch CFW PS3 > CBHC or Tiramisu WiiU = CFW compatible slims > PS3 HEN slims and super slims

I don't agree that the PS3 has better graphics than the Wii U. The Wii U GPU is more advanced than the PS3 or Xbox 360 (as it should be, since it came a whole generation after them), but the CPU is far less powerful than in either of those. Very rough idea:

bad ↔ good

CPU
Wii U ---------------------- Xbox 360 --- PS3

GPU
------------------- PS3 ---- Xbox 360 -- Wii U​

So purely in terms of making nice things come out of the other end of an HDMI cable, the Wii U is ahead of either last-gen (at the time) console. But that ignores the fact that the Wii U is heavily constrained on the CPU.

Think of a game like Hyrule Warriors, where there's hundreds of enemies running around on screen at once and what that does to the game's framerate. Forget about the render load of those characters on the GPU, your problem now is the whole game logic running on the CPU--the AI of every single enemy reacting to attacks and other characters, math calculations for arcs of ranged attacks, damage calculations, etc.

Because of the weaker CPU, you might find yourself constraining the graphics just to keep the CPU load down, even if things are breezy on the GPU side, e.g. less characters on-screen, focus the game around smaller "levels", tone down the physics simulation. These will all affect how hard the CPU is working and will affect how impressive the game look visually without technically being "graphics".

On the other hand, if your game is light on the CPU, you can afford to go all out and make the Wii U version the best looking of the three because of its powerful GPU, by throwing around more highly detailed models, a bunch of post-processing effects, etc.

Ultimately though, it's 2022, so I'm not sure how much it matters which decade/s old console has the best graphics, they're going to be dated either way.

tl;dr: The Wii U's GPU easily beats the PS3, while the PS3's CPU even more easily beats the Wii U. Graphically you can expect both to have their standouts, but the Wii U is the more capable pure graphics workhorse.

When you do not mod the consoles and do not take backwards compatibility into account (so just look at the titles for that generation) the ps3 will be a better choice just for the big ps3 library.
The wiiu library itself is very small and the third party titles like call of duty and assassins creed are also available on ps3. The remaining nintendo wiiu exclusives are also available on the switch (but that is another discussion :P)

But having both of them is even a better choice. A PS3 costs next to nothing (say 50 EUR/USD). A second hand WIIU will set you back twice that amount. With both consoles you can play a s**tload of games of that generation and some older.

(when modded it will be even better to have both consoles)

It's not that relevant today, but the Wii U is definitely more powerful, in every sense.
The only true weakness the Wii U have compared to the PS3/Xbox 360 is the SIMD capability of the CPU, it's not good at doing floating-point. Everything else the Wii U is superior to the PS3.
A game like BoTW would not be possible to be made on the PS3, at least, I will not run as well as it does in the U.

The Wii U in general is a more powerful console than the Playstation 3, it has more RAM available (2GB on the Wii U against just 256~512MB on the PS3) not to mention it has a good advantage in GPU and overall speed as well from the internal memory.

You can clearly see this advantage in games like Need for Speed: Most Wanted where the Wii U version had higher quality textures or games like Call of Duty Black Ops 2 where the Wii U not only had better textures but also loaded with higher speed.

Not to mention that while many games were screen-tearing on the PS3, they were almost non-existent on the Wii U.

The only big downside of the Wii U is that it has a considerably slower CPU than the PS3 (it was the sacrifice made to maintain backward compatibility) this is the reason why many games have a very low frame-rate.

I don't think it is a fair comparison between both console anyway so Im take my post back, since the PS3 came out in seven generation of gaming, and Wii U is a 8th generation console, since Wii U has a weaker CPU and better GPU, and the PS3 have a better CPU and a weaker GPU. PS3 came out in 2006, and Wii U came out in 2012, should really compare the Wii instead if you want a fair comparison.

I don't think it is a fair comparison between both console anyway so Im take my post back, since the PS3 came out in seven generation of gaming, and Wii U is a 8th generation console, since Wii U has a weaker CPU and better GPU, and the PS3 have a better CPU and a weaker GPU. PS3 came out in 2006, and Wii U came out in 2012, should really compare the Wii instead if you want a fair comparison.

Poor ports are not a good argument to justify the console's power. Otherwise I would be able to say that the Wii U is more than 3x more powerful than the PS3 just because of this:

Which by the way, it's way worse than the 18fps of the Wii U's version of Watch Dogs, not only because the PS3 dropped even lower than that, but also because WD was at 30fps, and Bayo 60fps, making the drop a lot worse than Wii U's WD.

There is also the thing that the Wii U has to stream extra content to the GamePad.

Of course, my claim of the Wii U being 3x the power of the PS3 is not true, but just making an example there.

Ports that are "lazily" made from PS360 performs terrible because they are made to work with a high floating-point performant CPU, thing that the Wii U doesn't have.

But this can be mitigated by using the Wii U's GPGPU capability via compute shaders, and offload that load from the CPU to improve performance.
Of course, that would require a rewrite of the game code and it wasn't worth it for the Wii U due to poor sales.

I just would like to clarify something, but I don't think that the Wii U's CPU is weaker than the PS360... is just that it has a different design philosophy empathizing general-purpose performance rather than vector processing like those two do, because the Espresso is significant stronger in the former area than both the Cell and Xenon.
This is backed up by marcan and LibretroRetroArc, the latter saying that the Broadway (Wii CPU, 729MHz) was only 20% slower (at worst!) than both the PS3 and Xbox 360 with a single core... when these two were 3.2GHz...
Now, imagine that Wii CPU, but with a bump to 1.24GHz, a massive increase in cache memory... and other stuff that doesn't came to my mind now... it surely outperforms by a wide margin the other console CPUs, always talking about general-purpose code.

So, from this perspective, I believe that the Wii U isn't that bad actually, it's of course not great because some ARM chips were already outperforming it in 2013, but like marcan said... "don't compare it clock per clock with a 360 and claim it's much worse. It isn't."
