Where is the Cog icon?

I've been editing the gbatemp.net homepage to my liking, then it said something like "to edit ______ you need to use the cog icon that is on the homepage", I look for but I can't find it, SO CAN SOMEONE PLEASE TELL ME WHERE IT IS?!

(OH GOD I'M FRUSTRATED!)
