ROM Hack What's the easiest method of modifying and repacking ROMs at the moment?

I've been toying around with the idea of translating or editing some games, but while I can decrypt and unpack the contents of RomFS, I don't exactly know how to repack them. So could anyone here provide some guidance? If I, say, do something as simple as replacing a texture, how would I be repacking everything into a .3ds or .cia file (preferably the former)?
