Formatting emunand brings you back to your sysnand firmware. So if 4.5, your emunand will be 4.5. Then from there, you can use a game update to update to the firmware you want. There's no need to do this really, unless you're desperate enough for ninjhax.

then used that super smash bros that have 9.2.0.17 U , the game should give me a choice to update to 9.2 sysnand ?

Yes that's exactly it. You'd then have to hold up on the D-pad while booting emunand. This will enable rom game updates.

Someone posted a newer method just now, but I'm not sure how to use CDN so I don't know how it works.
