Gaming Tropico 5 DLC Espionnage : How to get it legit/non-legit?

Hi everyone!

I look for a solution to get the DLC Espionnage for Tropico 5 on X360 in french but I dunno how to proceed. I tried many times to get an account on on the Xbox Live (both on computer and console) to get the content the legit way but it doesn't work, with a problem of connection I suppose. Is the service shuted down?
Then I looked on the Internet to get the DLC by the non-legit way but I don't understand how to do, and more important, I simply don't find the DLC!

Could somebody help me please?

You'll need a JTAG/RGH in order to do that.
Or if you're lucky, the DLC has been released as a GOTY and therefore can be pulled from the disc.

I doubt you can obtain it legitimately if the servers are offline.
