Check your SD card or the games themselves, I region changed my N3DS LL and have no issues with games. And (you should) if you have a NAND backup try flashing it and seeing if that fixes anything.

The way to fix this is to format the console. You might be able to get away by deleting only config save (which will make it seem like a format, but it only resets settings such as internet, calibration, parental controls, etc) but I didn't test this and maybe it's not enough.

Are those games from the region that you've changed your 3DS to? Re-install those titles, and try with new saves just to test if they boot up.

i dont see that option. it has

enable loading external firms and modules
enable game patching
show NAND or user string in sysytem settings
show gba boot screen in patched agb_firm
set developer unitinfo
disable arm11 exeption handlers

what i found weird is its all the games like that. SSB, Pokemon, detective pikachu ect every one of them hangs on that black screen. So it wouldent be the game if its multiple extended ram titles right?

Are using an original 3DS/O2DS/or 3DS XL? Super Smash is a extended memory title not sure about Detective Pikachu, and definitely not AS.

Here : https://3ds.hacks.guide/region-changing
It says "Region changing using CTRTransfer (which this method uses) seems to cause reboot patches to break. The cause for this is unknown, but Old 3DS users, for now, will be unable to play extended memory mode games (such as Monster Hunter, Super Smash Bros, and Pokémon Sun / Moon) until they format their devices."
