You can unpack the CIA files (though not decrypt) with ctrtool. I personally use the command "ctrtool -x -p --contents=dir [filename].cia". The files will end with their unique ID. You can then rename them to those unique names if you like.

Ok, well, I still have to track down 2.x firmware for USA. I'm spoofing version to downgrade emunand.

Honestly though, if you really think about it, for the total of the 3DS, DSi, and Wii, there's probably only about 2-3GB of actual data for the total of every version of every title. The fact that they're deleting them shows it's almost entirely to get back at the scene. The server load is negligible too, as that's used by real consoles. Way to pull a dick move Nintendo.

And just a heads up, 9.3.0-21J doesn't download. It hangs on 0004013800000002 v18182.

9.5.0-23U o3DS & n3DS doesn't download neither.

For the JPN MSET, Nintendo only keeps 00000025.
They probably deleted all the non-current version files.

Yes, but that means we have to gen xorpads for the update partitions. And that still doesn't update the internet browser, miiverse, CARDBOARD, etc.

Update on cartridge is not full update, for example it does not contain web explorer
