You can download the encTitleKeys.bin on that key site (nfs..) and then open it, then you search for the title. Add it to the downloadlist and download it.

You mean the DLC or the actual game?
Can you enable the debug mode in the settings, then try downloading it again and send me the debug.log that will be created in the same folder.

got it, is downloading now. I forgot I had tubehax in my router settings

now I just reinstall the .cia and have the season pass?!
