there's no "IOS58 from 4.3"
there are multiple version of IOS58 (since 4.3 ... and as 4.3 is the latest system menu version, it's not even a good reference to link IOS version to that menu version).
it's true, it's downloaded directly from nintendo servers, but doesn't mean it's downloding the latest version of IOS58. It's downloading a SPECIFIC hardcoded version of IOS58. Nintendo released new version since that homebrew was released, and it's not downloading that new version at all.
Each app running on the console need a "driver" to communicate with the hardware. the IOS is that driver, and an app need specific functions from these drivers.
nintendo didn't update an unique hardware drivers, but instead kept old IOS slot with old IOS version, (probably for compatibility reason).
system menu 4.3 need IOS80, zelda twilight princess need IOS9, etc.
the channels used for homebrew is using IOS in slot 58 because nintendo added USB2.0 drivers in that one (and only that one ! no other IOS has it)
Homebrew benefit from the IOS58's USB driver to init and mount USB HDD.
so, if you miss IOS58, a lot of homebrew will not work.
speaking of that, your HBC is probably broken too !!
HBC needs IOS58 to work properly. If you didn't have that IOS before, then HBC is running on IOS61 instead. (or was it 62?)
You should reinstall HBC using hackmii installer so that it's reinstalled properly using IOS58.
I guess it could be why wiiflow is not working.
you don't need any other cIOS. if you read anything about 236, just stop reading. That's old topics.
236 is a patched IOS36 installed into slot 236, it was used to re-add signature check bug.
This is not needed anymore since IOS58+HBC ..... Like I said, only if you have HBC properly installed to use IOS58.
Launch HBC, press Home button, look at your top right corner.
if not 58, reinstall HBC.
your setup is probably a mess and missing other things.
please, either follow a modmii tutorial to put everything back as it should, or post a syscheck report so we can see what's missing.
Oh, and, no mention of IOS58 in any neek install tutorial, because it's NOT needed for neek.
you can (and should) run neek from bootmii, not from a channel.
the channel is a bonus (the channel need IOS58, not nSwitch nor bootmii nor neek nor USBGX to launch neek either)
and also because, like I said, people are SUPPOSED to already have a properly softmoded up to date console. No Idea why your console is outdated while having system menu 4.3 installed. You bought it like that ?
starting with syscheck would have fixed your issue a lot faster.
