i answered this question 2 times.

go to the desert ruins (go to the left from the Hiun city exit)
in the desert, there is a place surrounded with giant blue statues of pokemon.
enter in the cave and go on.

after you "clear" the temple, you will be back at the entrance.
now go to the aloe's gym and then, go on to the 8th gym

You both have to go into the Desert to the Statues there, after that go to the Museum then you can go to the 8th Town which means you can pass these Plasma guys.

According to Serebii, you need to increase it's happiness to 220. Unfortunately, I dunno how to raise it outside of keeping it in your party, giving it items to hold, and keeping it from fainting in battle.

Yeah I think it's happiness, mine was 30 when it evolved. serebii said it has to be summer but it's spring in my game.
