NUS Downloader doesn't have it available either...Not sure where you'll find one of these.
Did you by chance delete the EULA? If you did, it shouldn't brick, but probably will disable the internet functions.
Someone else who deleted a Korean EULA in the past recommended region changing as a way to fix this. Now though, it's too risky because Error #003 could brick your Wii if you region change then accidentally update. (4.2 has anti-Korean Wii-region-change protection)
