Your IOS 56 and 57 are wii ones. Those are most likely the problem.
You need to install the vwii versions

here's what i've got: i get the 162-3006 error when trying to update my wiiu from fw 5.0.0E. somehow CODBO2 requires me to update. i can run homebrew on the vwii just fine btw though SysCheck v2.3.2 crashes so i used sysCheck v1.6.2 by Erik Spyder to generate the report:

definitely IOS15. not supposed to have everything but boot2 and usb 2.0 + it should be vIOS15-1288
if you didnt dump your IOSes i can dump my 15 and send it to you if you like (unsure if region matters but it shouldnt matter)

I have this same problem.
I tried EVERYTHING to update my Wii U but it keeps giving me this error! I unmodded my vWii and Wii U of exploits including HBC, I restarted, reconnected the Wii U, same with the network, I moved some saves over to another drive, I even ran a SysCheck on Homebrew but I don't understand at all what it means as to why I can't update to 5.5.1U from 5.5.0U!!
