The download block isn't firmware based. It's on Nintendo's server side.

No because it’s server side so it doesn’t matter if you’re on 11.4 or 11.7, one day you won’t be able to download anything from that shop.

If it’s installed with fbi you should be fine. Basically now you install everything with fbi.

But if I’m not mistaken if you go to the Eshop you will lost those dlc (i’m not 100% sure about this one).

It has nothing to do with the 3ds in itself it’s all server side, so even on 11.7 you won’t be able to download anything of the freeshop.
