Judging by his title his asking if it would be possible to create an emulator (a better one perhaps) using the emulator... Some sort of emulatorception LOL.

Seriously though, I don't get what he wants.

3ds homebrew is still in its early stages and an emulator will always be a piece of work.

i know little of homebrew development and i have no idea how the recent 3ds emulators work, but it would surprise me if they already are at a point where they make feasible testing environment for complicated homebrew

so dont expect anything anytime soon.

I see where you're coming from, but I don't think we'll get any homebrew emulators yet, although I would rather have homebrew emulators for the 3DS then a working 3DS emulator. I don't care about gb/gbc/gba, i want N64, SNES, and Playstation (I know this one is probably not going to happen but i have hope) running on the 3DS.

For god's sake, one of the first homebrews the devs of the Citra 3DS emulator themselves showcased was a NES emulator running on 3DS architecture.
So yes, it CAN be done.

I don't know the 3DS emulator, the 3DS, or the gateway's limitations, but I'm curious about what kind of home brew can be created with the new emulator.
Up to SNES and GBA emulators should be possible with 8-bit emus having full performance and added effects. N64, PS1 are likely out of reach with the 3ds's slow ARM11. The psp could handle those last two owing to the fortune of having a mips cpu.

A good, 3D version of Minecraft will be possible.

Does the current emulators available for 3DS utilize 3DS's mode or still the DS's level processing mode (DS's mode) ?
