I think am service is the same used by devMenu so i don't know if there are limitations.
Today i'll add support to big CIA (> 60mb).
For .3DS build, every single service you'll add in your workaround cause hb crash. On .3DS build you can access only this service:
- APT:U
- $hioFIO
- $hostio0
- $hostio1
- ac:u
- boss:U
- cam:u
- cecd:u
- cfg:u
- dlp:FKCL
- dlp:SRVR
- dsp::DSP
- frd:u
- fs:USER
- gsp::Gpu
- hid:USER
- http:C
- mic:u
- ndm:u
- news:u
- nwm::UDS
- ptm:u
- pxi:dev
- soc:U
- ssl:C

Another cool thing i added today thanks to 3Dbrew is the Product Code identification for imported CIAs (For example CTR-P-BGRM for Big Red Menu) so it's simplier to find CIA to uninstall.
Now i want to find how devMenu recognize how much free space is needed to import a specific CIA file and, after this, i'll release v.1.2.

are you asking for a launcher.dat version of this to install stuff to sysnand, or are you asking for something else?
I just realized what I was asking is currently impossible. unless it was possible to install stuff to the emunand partition without having it running.

Could someone post me an import.db + title.db (they are stored in H:\Nintendo 3DS\[PrivateID0]\[PrivateID1]\dbs ) when in their console are stored only default applications?
I never installed anything to my console, never went online or eshop.
I created my files by creating empty files, and let the console fix them.
are you interested?
