First of all, why do you want to remove CFW?
I have to ask, because a lot of the time, people are having some sort of issue they think will be fixed by removing CFW, when in reality it might actually make it worse.

You can use the region you want, so E region files will work, you don't need U region files

If you really want 11.4 specifically, you can follow @DarkFlare69's tutorial here to downgrade to a specific firmware:

You can use Europeans files to proceed to ctrtransfer on your console, but its region will switch to European. If you want to keep the U region in your 3DS, you need to find U files.

Even more reason to pirate now while you still can. Get the most enjoyment out of the 3DS you can before moving onto Switch.

thats silly nintendo does not even feel ill will towards pirates, but more important than that is your trust in your lack of self control, look i am (obviously) not your therapist but uninstalling cfw will not really deter anything in this case as you obviously have a ntrboot ds flashcard and can set up cfw again whenever you so choose . . . silly . . . also you either are not thinking things through or are unaware, but hypothetically if another ban wave were to come you could end up getting banned and without cfw you will not be able to overcome it
in the end its your console and you decide for yourself whats best but do yourself a favor and just uninstall freeshop and or fbi but not cfw, cfw (or rather bs9) in its own right is a failsafe
