Hacking 2.9gb VPK on a 4gb mem card?

Based on what I read, is it correct that VPK files install the same way as CIA files on the 3ds?

I would need twice the storage to install a VPK?

Am I right to assume that I can just simply swap the folder of different games to and from the memcard without having to reinstall the games?
