After unlocking 60 FPS you need to fix game speed, because it's fixed for 30 FPS, so in 60 FPS it's 2x faster. I'm not interested in this game enough to search where it is stored.

I would like to see these 60fps mods in games that really need it. Among them the rhythm games. Taiko, Go Vacation (you touch the wine glasses), etc ... in 30fps you see the notes to be played blurred when they pass the board too fast.

Rhytmic games often are assigning time windows to frames, so changing FPS to 60 may result in 2x shorter window without more fixes - like in Paper Mario.

This is not topic for ReverseNX-Tool, but well
Go to SaltySD/patches, make a clone of "010044700DEB0000" folder, rename it to "010044700DEB0001"
And you will have patch applied for Rogue

Any way to get 60fps in Assasin Creed 3 like their Assasin Creed Liberation expansion already has?

This is mostly dedicated to AC4, because looks like Rogue has worse optimization.

Recommended OC settings are: go as high as you can.
More CPU = better framerate when there are many NPCs
More GPU = better framerate when there are many objects in view

For AC: Rogue you need to put this clocks manually to config.ini of sys-clk. sys-clk Editor will add clocks only for AC4.

Does overclocking without the patch help maintain 30 fps?
