Because I assume that you've had the luma folder and the boot.firm into your SD Card. What you may try is to update your Luma installation on the emuNAND SD card or put the 8.1 boot.firm on the CTRNAND.

Go to all the nintendo3ds/xxxxxxxxxxx/xxxxxxxx/extdata/00000000/000000098 (emunand and Sysnand) on Your sdcard and delete this folder 0000098

Well i write xxxxxxx but in your case it's named differently Like 176djdhehhbAiue1862929 by exemple

because dsiware's weren't working also twlauncher didn't work
DSiWare needs to be installed on sysNAND to work, because it reads directly from NAND.
You can install it to both and be able to launch it from emuNAND if your NANDs are linked.
Though there is no reason to keep using emuNAND. You can move your emuNAND to sysNAND by following this guide: https://3ds.guide/move-emunand
Don't do that until you've sorted out the issue though.

Try to launch your emuNAND. all disabled.except the emuNAND boot(even the arm11 thing)

Try the "firmware.bin" method I've posted before.Or make sure that in Luma, no firmware.bin file is there.

Hmm, what have you done ?Verifying that no firmware.bin file is here or have you downloaded the firmware + cetk and then put it into "luma" ?
