This is actually issue #5 (dead link) on my GitLab repo Rock Band 3 for Wii - Custom Songs. I'll repost the message here for easier diagnosis, but you can follow my progress on GitLab via the link.

I've never had official DLC, so I don't know what I'm doing wrong. I put the .bin files in the appropriate folder on my SD card, but when I try to load it in-game, it gives me a "Add-on content cannot be restored to the Wii System Memory" error. I have no idea what is causing this. Injecting the .app files into the real NAND works fine, but there's not enough room on the NAND for many more songs.

I had the same problem never had dlc and was getting that error what fixed it was putting my console id instead of ng id in the ng id txt file. Depending on how you got your keys make sure to take any spaces out.

From the wiki section "Get Your Wii Rock Band 3 ticket and keys:
If you're doing real NAND, you'll need an unique console ID key. This is an 8-digit hexadecimal number. The easiest way is to use xyzzy, included in this repo. Launch it from the Homebrew Browser. It will not only show you your console ID, but dump it to a file as well... You can also find your console ID by using a hexadecimal editor to open any DLC you may already have and write down (without spaces) the [section that contains it]. It must be 8 characters long.
I've already done this, I thought. Where is the NG ID?

I'm using xyzzy 1.2.2 through vWii on the Wii U. I have never seen the NG Key ID section. I also have never downloaded DLC before.

it should be located in the same spot if it gives a txt file along with the bin. I bought some games and didnt have an ng id on my vwii. I just picked up a wii that had mario 64 and it had it. But it also didn't work for me I had to use the console id. On the vwii I ran into some weird issues setup dlc with emunand and about a third of the songs would get stuck on loading screen and anything from rb2 would get stuck at the same place on the loading new content bar and the console would hum.

I forgot I am not using sZAE yet i found sZHE or sZGE to work best. Trying to get the others to work sZKE and sZLE I have tried with no luck since all dlc is off figured I'd try to get those channels working to fill with more customs.

Hmm, Not really having that problem. I would like to try to see if the reverse is true for me - using the NG ID instead of the console ID.

without having anything downloaded I don't think you can get an ng id. Have you tried using a different gen. the other reason I heard can give that issue is if something is wrong with file placement. I'd give it a try on sZHE or sZGE and see if you have any luck with that.

I think I tried sZGE once, without success. I may try again, now that I know more how the DLC works.

Reposted here from my GitLab issue:
Okay, here's the situation:
  • The Wii U *does* recognize that there is add-on content on my SDHC card. After selecting my profile, it tries to load the content before giving me the error. In times past when not following the directions properly, it would show me the message before I could load my profile (due to the wrong NG ID).
  • It is confirmed not working on a separate Wii console (using the *console ID*; using the NG ID produces the error before the profile selection).
  • It is not just the SDHC card, as it also does not work on a standard 2GB SD.
  • Using the NG ID for Wii U (obtained via IOSUOTP loaded from Homebrew Launcher) outputs the error before selecting a profile, which suggests it's the wrong NG. It clearly needs the vWii NG ID.
  • I have tried using sZGE content generation over sZAE, but it makes no difference.

I don't suppose you could share xyzzy 1.2.2? I can't seem to find that version anymore.

Edit I got xyzzy 1.30 to work, my issue was a bad meta.xml file. All good over there now.

@HarvHouHacker sorry reviving, but I got in the same spot, and i think you can help me out.

I've packed about 200 songs using sZLE, builded the app files, puted in my emunand (constructed with modmii, i dont know if has anything to do).

Thing is, emunand does not have a console id? I mean, anyways, i've putted my console id on the packer.

The list of my songs appearead in game, took some time to load, but when i choose them to play, the message appears

"Add-on content cannot be restored to the Wii System Memory".

It has something to do with the pack generation, console ID, or other thing? I've never used any other dlc.

Already answered this on Discord, but...

Here's the step you might have missed: https://gitlab.com/rock-band-custom...-3-Customs#large_blue_diamond-rock-band-3-dlc

While I wrote that APPs should work fine as is, IIRC it didn't actually work that fine for me. I got the DLC to load, but I had freezing issues on trying to load some of them, and sometimes they would corrupt and disappear from my list. Therefore, it would be better if you always sign RB3 DLC (or customs built for those content generations) with the console ID AND PRNG seed.

6 custom songs for example, converted from x360 format with wii converter option from c3con tools. so proper structure.

Well, tried everything. But at least one song should work emunand method. Now i'm trying szae. renamed the folders (hope right), but still same message. Erased the cache, all the wads, tikets installed or in the proper location, otherwise i think the song would not even appears.

The prng seed is only for sd method, right?

Another thing. It Is console ID I put in there, and not NG Key ID, right? I really want to get it working emunand for the purpose i want (1000+ songs). If not, i will try the sd card method

Well, I'm actually not so sure about that. Also, you don't need to sign with a PRNG seed for sZAE, as it can work with a blank one. Just pack them without using the Recryptor.

Right. :)
