All the talks save for one this year are streamed online for all, and this talk is not the exception.
https://events.ccc.de/congress/2016/wiki/Congress_Everywhere has more on the streams, though http://streaming.media.ccc.de/33c3 specifically seems to be the streams link. It will end up on their youtube channel too.
There are four rooms (saals) that hold talks and stream them so make sure you get the one for this, it being Saal 2.

Be warned that in previous years the console hacking stuff has attracted a lot of attention from all over so the streams might not hold up for said talks, however all the others usually work just fine.

(oh, and as German is a bitch: the plural of Saal is Säle )

I was not really intending to pluralise it, or if I was I was going to make a it a loanword. I shall however note that for the future, and no worries as English is also a Germanic language, not that plurals in most languages I have seen are without their quirks.

Still https://fahrplan.events.ccc.de/congress/2016/Fahrplan/events/8440.html is the one not being broadcast. I don't speak German anywhere well enough to even try translating what it is about and it is not like it matters here anyway.
