simply yes.
I did the same sometime ago (my =3DS on 9.0, emuNand 11.1, buy fieldrunners, transfer to friends 3DS stuck 11.1)

Yes, you can if you can buy Fieldrunners and install it on both EmuNAND and SysNAND.
Since DSiWare need to be install on both NAND or the app won't run.

May be Luma3DS on Menuhax, then find the CIA? I never use EmuNAND so I'm not sure, start 3DS hacking in A9LH era.

many ways.
Make a CIA of your installed content and install it on sysNand.
OR
if you have a9lh, made a backup of your sysNand, update sysNand, connect NNID and download it there also from eShop.
OR
use ctr-httpwn on sysNand to connect your NNID there, go to eshop and download the game

OR:
If you don't want to run the game, only transfer it -> No need to install it in sysNand (I haven't it installed too, but inject the savegame before transfer and also amde an emuNand backup before). All was fine

You can, but note that all NNIDs associated with the 3DS will be transferred, and if you're transferring to a n3DS you won't be able to transfer back.

It works the same as a regular system transfer, just transfer from system settings. I've done it myself in the past.
