As some one who has poked around on the 3ds i have to call hoax on this one seeings how a dumped game has a differnt checksum than a dumped cart even if it isnt a hoax it will be blocked in a system update
Part of me says it can, but part of me says it can't. They could just issue checks on the integrity of the card, similar to how 95% of DS-mode flashcards were blocked on 4.5.0-10. As time went on the DSi/3DS started wanting extra data from the game ROMs (not just the headers), so carts that couldn't fit all the data needed stopped being able to update.
yes in theory you could just extrapolate the same method that the dsi action replay uses but that would only work if you knew exactly what extra data was needed and not to mention the fact that all the would have to do is add a simple (input almost any hash algorithm here)check sum which knowing Nintendo they would doIt's all just extrapolations of this basic technique.

DS games that came out after the DSi have sigs, but older DS games don't. The only hard part is carrying around a cartridge 50 times bigger than a normal 3DS cartridge.

Not if you want 50 different, independent, authentic save and ROM chips on a single circuit board.
There isnt much wasted room in a normal cart.
I don't think 50 retail cartridge chips would fit in there.
Perhaps imagine something the size of a brick hanging off the back of your 3DS. Not particularly practical.
