Are there any other good wad installers to be specific?

The "gui" one has two version, one for 249 and one for 250.
but you need an IOS with a base 36 or 38 to use them, so it's actually not the case for you, you can't use these Wad managers.
I still have cIOS rev17 [base38] so it works fine for me.
That's why the guides usually use MMM (using IOS236[base36])

What ios is MMM using (written in the bottom)? Try using ios 236 . If you don't have it then either let MMM patch ios36 & or use the ios 235 installer here .

Thats probably the cause. So as I said either let it patch ios 36 & use it or install ios 236 & use it .
Hey, I just changed the IOS to 249 and it installed everything properly, I'll just check if the launchers are working.
That's weird . That means the ios 249 was working from the start if you where able to use it for instaling.
The only other thing I can think of is update your backup launchers . Here is the link to the latest cfg I am using http://cfg-loader.googlecode.com/files/Cfg_USB_Loader_70.zip .

I am definitely considering porting over some of the EU features without using the actual ROM itself, tbh that would probably be the best way to go about it... but i'm sad that the voice acting is so.... not good on the US version. May not be a way around that though -

be able to play it legally anyway since they need a ROM and they probably don't have the means to dump it themselves -
