Ever since Nintendo announced the Wii U I asked myself if the WiiU GamePad makes TV optional. Meaning if one can play Wii U games on the GamePad only completly without the TV. I don't have a Wii U yet, so I can't test it. I would think that depends on the game, but perhaps there is special "GamePad only" mode in all games?

Also, can we play Wii games with the WiiU GamePad?

It depends on the game as you said. In Sonic Racing Transformed, you can swipe between the map and gameplay on the Gamepad. In other games, such as Nintendo Land and Super Mario Bros U, the gameplay is mirror on both the TV and Gamepad, and thus no extra steps is needed. Most of the menus and Wii U contents outside of games are accessible by the Gamepad only.

Only game I heard so far that will need a TV to play is Monster Hunter Ultimate

Can you take the system with you places? I mean you can use this as a tablet pretty much. You can browse the internet and play some games. That would be cool.
Or do you have to turn on both the system and the gamepad?

the GamePad can only go a certain distance from the Wii U. It is not so much a tablet as a controller with a video feed, so yes both must be turned on to be used

Well I heard that the pad can be used as a TV remote with the Wii-U off. That's probably the limit of its abilities with out the Wii-U being turned on though.

I haven't tested this yet myself as my family has pretty much abducted my first Wii-U since Sunday.... Looking forward to the next shipment to arrive.

Edit: And people where asking me why I wanted 2 machines.... lol

Oh well it would be cool if it was able to take out of the house.

Had my Wii U for about 5 hours now, haven't used the TV for anything 'cept syncing the Gamepad. I'm typing this on it now. Played some Nintendo Land and watched Netflix and Youtube without a TV
