What Media Server and System is better suited for Streaming?

So I am still using my PS3 for Media Server usage, with Universal Media Server.
Lately, it seems like the PS3 or UMS have a mind of their own.
PS3 is connected with LAN Cable directly to my PC (Win 7 x64)
IP Addresses are the 10.1.1.# (1=PC / 2=PS3) with DNS set per Instructions
Start up PS3
Enable Media Server Connection
Now here is where it gets tricky with me. Either I will get a Message saying a LAN Cable is not Connected, when it IS!, or when I get the UMS Media Server to come up, I get a DNS Error, and I have to restart the System and try again.
Also, there will be times when watching a Movie, it just stops for no reason and goes back to the XMB, like the LAN is messed up, or something.
Any idea what is going on?

What is the better System for using Media Server? Which Program is better suited for Media Server?
Considering getting a Shield TV. Apparently the PS4 has Cinavia that can not be Disabled, unlike the PS3 with the right PKG.

I honestly suggest don't think anyone should use Plex rather use Kodi. Why settle for example a film you "borrowed" from the internet that is already compressed and then compressed again via Plex.

Nvidia Shield TV 2019 is apparently GREAT for Kodi, and it's AI upscaller is crazy good. Check the Linus Tech Tips review of it.
