What makes you believe he couldn't? He can perfectly update his games if he downloads and installs them, the same way he does his games.
For example,
Animal Crossing New Horizons[01006F8002326800][US][v983040].nsz is the latest update (647MB).

If they were banned because of piracy, then if this question doesn't ask about official way only, then it would show stupidity of this guy imo
