Banned Switch to factory reset

Hello, I have a online banned switch.
Can I make a fatory reset and add again my account? I know it's permanently banned. I don't care about it.
My question is just about to be able to use again the Switch, even if is banned by Nintendo. Do I need an internet connection to activate a Switch after a factory reset?

Your switches serial address has been blocked by Nintendo's servers, any type of interaction between your switch and the server will be refused.

You can make new local accounts but the moment you try to connect it to Nintendo's servers you'll get a big hell no.

You Don't need to activate your switch after reinstalling the OS on the switch
