Should I still try to create one? I thought that rxmode had its own emuNAND which was at 9.8, but it still can't run feif (padz + padsmb runs perfectly fine).

rxMode doesn't have any emunand if you don't specifically create one.
If you use rxMode without emunand, you are on whatever version of sysnand you have installed.
Go create an emunand for gods sake.

It should work if you have a 9.8 emunand.
Did you test with the RF version?

1. Download gateway software package.
2. Put launcher.dat on the root of your SD.
3. Go to the go.gateway.whatever page on your browser.
4. Select format emuNAND from the menu.
5. Profit

After that you can boot rxMode into emunand.
When, and only when you are on emuNAND, change the icon style (for example choose a lot of small icons, or whatever different to sysnand)
This will help you identify when you are on emuNAND and when you are on sysNAND.
Triple check you are on emuNAND and let it be with wi-fi on for a moment until it auto updates the FW.

PS: Also, before that make a backup of anything on your SD as it will be deleted.
PS2: There are alternatives to make an emunand without deleting SD, I think, but if you want to know how search in the forums.

Since my sd card was formatted, do I just boot into rxmode 9.8 emunand, access fbi and directly install the feif cia? Or do I have to install it through cubic ninja in sysnand then access it through emunand?

I'm not sure if the cart's creators are too interested in making the game playable... and yet they rather (or maybe that's just some individual sellers, but it's still misleading) actively advertise their product online as being able to specifically play FE if.

I think they are just followers of the cult of SOON™.
Just be patient, or buy the game. Or buy a 3DS on FW9.2.
That last part would be more profitable probably as you could perhaps play the fan translated game early.

Last time I saw they were proof reading all the menu related translations and finishing the patcher code, with a menu patch release just around the corner.
