That's strange to hear that about the save states. I just know with mine I never had such an issue.
- When did you buy yours?
- From what site/store?
- Did you update both the firmware and the EOS?
- What build of TempGBA are you running?
Maybe it's not so much the new batch of cards as much as it is cards that have had lower than 1.12 and updated to 1.12 or 1.13 from that. Maybe there was something on the older EOS versions not included in these newer versions that is necessary for TempGBA to access save states from the menu (since it still works AFAIK using hotkeys). But I really don't have any idea what I'm babbling about.
I imagine this is something fixable, but it's a matter of whether SC Team cares to do it. Or if ultimately it needs to be fixed in the emulator itself, and whether or not those programmers are even involved anymore.

There was another major speed issue with reading from the microSD card, and although that was resolved through a new EOS update, the save state issues in this and I think the SNES emulator are still present.
